Audit draft okayed

Members of the Shackelford County Hospital District’s board of directors heard the 2020 audit report and also took action to temporarily replace EMS supervisor Tina Ulbrich because of an upcoming medical leave during the regular December meeting on Monday night.

The directors delayed a decision on creating a new nurse manager position at the clinic and made plans to move forward with interviews for the district’s administrator job, which has been vacant since last June.

Audit Report

Rebecca Armstrong and Chase Sims with Condley and Company LLP presented a “draft” of the 2020 audit, stating that overall, the district has a “strong financial position” with nearly $4.5 million in reserves.

“There is a reason that the district has a cushion of cash; it’s there for a reason,” said Sims, referring to the three different entities that are operated as nonprofits by the hospital district for the medical welfare of the public – Shackelford County Health Clinic, Shackelford County EMS, and Sanders Pharmacy.

“The main takeaway from this report is that there were no major issues encountered during the audit process, and the fact that you had administrative changes during the year, plus COVID, made it more challenging than usual,” said Sims.

The board approved the audit draft, with a couple of minor changes such as an address correction for the SCHD administrative office.

Armstrong will send the final audit report in the near future, with the statement of revenues, expenses, and changes in net position to be published at that time.

EMS Appointment

After discussion in closed session, the directors voted to appoint full-time paramedic Mateo Millan as acting EMS supervisor during the time that Ulbrich will be gone on medical leave.

Starting Dec. 28, Ulbrich is expected to be out of the office at least two weeks, according to board president Jo Ann Estridge.

Other Business

•After closed session, the creation of a nurse manager position to supervise the nursing staff at the clinic was tabled until the next meeting. 

•District secretary Regina Whitt was instructed to contact the three applicants for district administrator in an attempt to schedule interviews after the holidays. The hiring process has been delayed because of conflicts, said Estridge.
